So, according to Operation: Dragonfire, Scoop is really a CG who infiltrates GI Joe and eventually decides Cobra is really in the wrong.  So, he switches sides, and is immediately accepted into GI Joe without any questions, just like in real life.   Obviously, this figure is only a single head swap with no skill involved whatsoever.
