GI Joe cook

Something of a mystery surrounds this figure.  Is he really an unproduced concept, some goofy invention of a bored Hasbro worker, or the prank of a fanboy?  I'm not sure, but I'm leaning toward unproduced concept.  The thing I find interesting is that, aside from the head, he's identical in his frankensteining to the original version of Starduster.  As we all know, Starduster was originally a mail-in promotion tied to the Action Stars cereal.  Doesn't it make more sense for a cook to come as a cereal mail-in offer rather than a jetpack trooper?  It's a bit hard to see in the pic, but he has an apron sculpted on.  The code-name is 100% made up by yours truly.  I wanted something goofy for a goofy concept.  Sorry, at this point I can't recall where I found the artwork for this figure, though it was on a website (scroll down to see it).
